About the Position:
The U.S Army Corps of Engineers District employs about 500 professional civilian employees, with several military officers serving in key management positions. Seventy-five percent of the staff is stationed at the New England District office, 696 Virginia Road, Concord, MA, while the others serve at Corps project and area offices throughout the region. Serve as Real Estate Division invoice payment coordinator with responsibility for civil, military financial management activities, and general division activities.
Knowledge of basic analytical skills to perform the less complex activities and programs is required.
Employ practices and policies of administrative programming requirements.
Utilize techniques of statistical, graphical and narrative presentations.
Work is directly related to and impacts the financial and administrative resources of the organization.
Serve as point of contact for Real Estate Division matters relating to invoices and payments in the Corps of Engineers Financial Management System (CEFMS).
Occasional travel - Overnight business travel required at least 5% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Education and/ or Experience Required:
One year of specialized experience which includes meeting all of the following: (1) Utilize office automation software; such as, word processing, spreadsheets, and databases; and (2) perform general clerical duties such as; answering phone correspondence, copying, mailing, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
One year of specialized experience which includes meeting all of the following: (1) Utilize various office automation software systems/programs to create reports, (2) perform a variety of administrative functions such as; time and attendance management, filing records and scheduling meetings; and (3) generate reports utilizing a financial management database. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business and Administration.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
One year of specialized experience includes meeting all of the following: (1) Coordinate or advise on work efforts by discussing findings and resolving problems; (2) prepare documents, input data, and compile and generate reports utilizing automated software programs; (3) provide effective administrative support to management; and (4) skill in developing training materials and administering training to employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business and Administration.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS).
GS-05: 52 weeks at the GS-04 grade level.
GS-06: 52 weeks at the GS-05 grade level.
GS-07: 52 weeks at the GS-06 grade level.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
